About the TMC e-Partner Card

What is the TMC e-Partner Card?

The TMC e-Partner Card is an electronic card containing a TMC patient’s medical records, and also serves as the patient’s identification and reward points card. The Card stores information through My Health e-File technology. 

Who can apply for an e-Partner Card?

Anyone who has undergone an inpatient or outpatient service at TMC’s main hospital in Ortigas can apply for an e-Partner Card for a one-time fee of Php500.  

How can a patient load his medical records into the e-Partner Card?


Once the patient has applied for an e-Partner Card, a waiting period of 3 working days will be allotted in order for the TMC staff to upload his latest medical records into the Card. Once these records have been uploaded, the Card will then be presented to the patient. 

For succeeding outpatient tests at TMC, the patient should leave the e-Partner Card with the service unit’s charging clerk and request that his test results be stored in the Card. The Card will then be returned along with the hard copy of the test results.

For succeeding TMC hospital admissions, the patient should leave the card with the TMC staff and request that his latest medical records be stored in the Card. The Card and hard copy of these medical records will then be given to the patient 3 days later.

What are the benefits of having an e-Partner Card?

With the e-Partner Card, a TMC patient can access his medical records anywhere, anytime, using a regular desktop or laptop computer with USB drives. 

The Card also collects the reward points a patient earns whenever he undergoes inpatient or outpatient services at TMC’s main hospital or at any of TMC’s satellite clinics.  

A “No e-Partner Card, No Reward Points” policy is enforced on all inpatient and outpatient services.

How does a patient redeem his reward points?

Patients who have availed of any service at TMC or its satellite clinics from October 25, 2010 onwards can redeem points.

Redemption can be made at the Cash Management Department or Cashier during the payment of a service. Simply present the e-Partner Card during payment and request for the reward points. 

What is the My Health e-File? 

The My Health e-File is a small device that plugs into a computer through a USB drive. Each My Health e-File contains the e-Partner Card holder’s unique Patient Practitioners program.
The Patient Practitioners program is a self-contained medical record-keeping database system. This system can store the medical records of a single individual, including EKG graphs, echocardiograms, X-ray images, dental records and dental X-rays. The system allows interactions with the electronic medical records (EMR) of hospitals, pharmacies and doctor's offices, so that healthcare professionals can input your records into the My Health e-File at the click of a button.

How do I use the My Health e-File? 

The system is easy to use. All the patient's medical records are stored in the My Health e-File. Just plug the My Health e-File into the USB outlet available in most computers, and the records will be immediately available. With just a click of the mouse, the Patient Practitioners program opens and presents all the medical records in a format that’s easy to use and read. The basic My Health e-File not only stores the Patient Practitioners program and all programs necessary to run the program on a Window's™ operating system, but it also has an additional 800 megabytes of storage. This allows for the storage of multiple high-resolution images and a library of the medical records.
 
Will anyone from the medical community be able to read and understand the records?

Yes. The Patient Practitioners system uses language common to all medical professionals worldwide. The unique barcode system employed by Patient Practitioners ensures that the records for one medical facility exactly match the records and definitions of any other facility, no matter where in the world you may need medical assistance.

How do my medical records get in the system?

The initial records are placed into the e-Partner Card by TMC’s authorized personnel.
A unique, extremely user-friendly screen is provided inside the Patient Practitioners system that allows healthcare professionals to enter their patient’s records by typing in the information or using a scanner. It takes only seconds to update records for use. New records can be updated during each visit to the hospital.  There is also an electronic link that allows compatible Electronic Medical Records (EMRs) from hospitals or physicians to be uploaded at the click of a button.

What about security?

Most My Health e-Files are OPEN devices. This allows first responders and healthcare professionals easy access to your records in case of emergency or when you may be unable to communicate. However, My Health e-Files can be sold with biometric or dual password security. Dual password protection requires the use of a unique password to open the device as well as the database. Each My Health e-File comes with internal security that encrypts your information to protect from unauthorized access.

TERMS and CONDITIONS:

The purchase of the TMC E-Partner Card will be governed by the following terms and conditions:

1)    For TMC e-Partner Card Reward Points Earning and Redemption, the following shall apply:

a.    Present the card every time you avail of the service to earn reward points.
b.    Reward points shall correspond only to cash and credit card payments made for inpatient and outpatient services less all kinds of Professional Fees.
c.    Earned points can be redeemed on the next availment of TMC services.
d.    Patients can still redeem points for payment of charges net of other discounts (eg. Senior Citizen and Promo Discounts).
e.    This card is non-transferable, including earned points.
f.    A fee will be charged for lost e-cards. It will be higher than the initial cost because of the need for re-processing and re-loading of the medical records.

2)    Use of TMC E-Partner Card with the My Health e-File:

a.    Loading of medical records at TMC is done only by authorized TMC personnel.  No editing of the results can be done by anyone.  TMC shall not be liable for unauthorized editing of TMC loaded data and its repercussions.
b.    The patient-owner of the TMC e-Partner Card will be responsible for the safekeeping of the E-Card.  The Medical City shall not be liable for anything that may arise due to the loss or damaging of the card because of mishandling.
c.    The My Health e-File is a proprietary system used by The Medical City as an electronic medical record storage system for its patients. The system has a User’s Instruction Manual in place for the user to read and understand the system.
d.    However, because the system allows Medical Professionals other than TMC’s authorized personnel to add data, TMC shall not be responsible for the data not loaded by TMC personnel.
