The Medical City and Quirino Memorial Medical Center have partnered to expand access to advanced radiation oncology services through PhilHealth’s No Balance Billing policy.
The Medical City (TMC) and the Quirino Memorial Medical Center (QMMC) formalized a partnership aimed at expanding Filipinos’ access to advanced radiation oncology services through PhilHealth’s No Balance Billing (NBB) policy.
Through a Memorandum of Agreement (MOA) signed on 12 May 2026, eligible QMMC patients with a doctor’s referral may now access specialized radiation therapy procedures at TMC, including comprehensive treatment planning, external beam radiation therapy, and brachytherapy for cancers such as gynecological, breast, cervical, and prostate, among others.
These services are covered under PhilHealth’s No Balance Billing policy, allowing qualified patients to receive life-saving cancer treatment with no out-of-pocket expense.
The MOA signing ceremony was held on Tuesday, May 12, 2026, at the Quirino Memorial Medical Center in Quezon City, led by Dr. Ruben G. Kasala, Executive Vice President and CEO of The Medical City Ortigas, and Dr. Evelyn Victoria Reside, Medical Center Chief II of QMMC.

Dr. Reside highlighted the longstanding collaboration between the two institutions in training healthcare professionals and advancing patient care, describing the partnership as “one step moving forward” in their shared mission of delivering quality healthcare to more Filipinos.

Dr. Kasala emphasized that the partnership reflects a shared commitment to making specialized cancer care more accessible to underserved patients.
“Cancer treatment should not be delayed because of financial limitations. Through this partnership with QMMC, we are helping more patients gain access to timely and quality radiation oncology services through the No Balance Billing program. This initiative reflects our commitment to supporting universal healthcare and improving access to life-saving treatment for Filipinos who need it most,” said Dr. Kasala.
Radiation oncology services under the agreement will be delivered through the Augusto P. Sarmiento Cancer Institute (APSCI) of TMC, a multidisciplinary cancer center known for its comprehensive approach to cancer diagnosis, treatment, and supportive care. APSCI brings together oncologists, surgeons, radiologists, pathologists, and allied healthcare professionals to provide coordinated and evidence-based cancer management.
Cancer remains the second leading cause of death among Filipinos, according to the Philippine Statistics Authority’s 2025 data. Through the partnership between TMC and QMMC, more Filipinos will have access to timely, high-quality cancer treatment, helping bridge critical gaps in cancer care access for vulnerable communities.
